It is reactive when it responds to potentially damaging developments. Crisis management is a subset of reactive public relations, yet requires a proactive approach towards containing damage while setting the client back on a positive course. All effective pubic relations campaigns require flexibility, nimbleness and adaptability. This is particularly true in the Web 2.0 world.
